An "Unassembled Caucus" (also known as a "Firehouse Primary") is a primary election run by a political party, not the state.
On December 16th, the 11th House District Democratic Nomination Committee, in coordination with the Democratic Party of Virginia, the Fairfax County Democratic Committee, and the City of Fairfax Democratic Committee, will be holding an unassembled caucus to determine the Democratic Nomination for Virginia's 11th House District for the Jan. 13, 2026 Special Election.

1 / Are there absentee or early voting options?
Unfortunately, due to the extremely short and expedited nature of the nomination timeframe, we are unable to offer absentee or early voting.
2 / Will curbside voting be available?
Yes! Curbside voting will be available. Look for volunteers and/or signage when you arrive at a caucus location.
3 / Where do I vote?
Any registered voter in the 11th House of Delegates District can vote at any of the caucus polling locations in Fairfax City or Fairfax County. Locations are listed above on this website. Locations are different from a normal election. There are no assigned polling locations.

5 / Why is there an election? Didn't I just vote?
On Dec. 11, Delegate David Bulova was chosen by Governor-elect Abigail Spanberger to serve in her cabinet. Delegate Bulova subsequently submitted his resignation to the House of Delegates. On Dec. 12, Speaker Don Scott issued a "Writ of Election" officially setting the special general election to replace Del. Bulova on Jan. 13, 2026. The Democratic Party is responsible for submitting a nominee to the Board of Elections for the special election by December 17th. The Democratic Party is holding an "unassembled caucus/firehouse primary" to choose our nominee on Dec. 16.
6 / Why is the timeframe so short?
On Dec. 11, Delegate David Bulova was chosen by Governor-elect Abigail Spanberger to serve in her cabinet. In the subsequently issued "Writ of Election" by Speaker Don Scott, the date by which the Democratic Party must submit its nominee to be included on the ballot was set as Dec 17th. In order to have enough time to count votes and deal with any potential issues, the date for the caucus should be held no later than Dec. 16th.
7 / Who can vote?
Any eligible voter who resides in the 11th House of Delegates District can vote. In order to vote you must sign a declaration stating your support for the Democratic Party. To look up your district, search here.
8 / Can I vote if I am an eligible voter, but I am not registered?
Yes, if you are not registered but are eligible and would like to vote, you can fill out a voter application form at a caucus site and cast a provisional ballot.
9 / What is an "Unassembled Caucus"/"Firehouse Primary" and why is voting different from a normal primary?
An “Unassembled Caucus,” also referred to as a “Firehouse Primary,” is a primary election conducted by a political party, not the state. Following the resignation of Delegate David Bulova, a special election was called for the 11th House of Delegates District on January 13th. In accordance with Virginia Code, in the event of a special election, political parties are responsible for selecting their nominees. Consequently, the 11th House District Democratic Nomination Committee is overseeing this primary, as opposed to a traditional primary that is administered by the Commonwealth of Virginia.
